The Operating Model at a Glance

What it is for

The operating model is enabling infrastructure. It lets one person direct the equivalent supporting capacity of a large multidisciplinary team without becoming the permanent administrator, memory and message bus for that team.

Its purpose is to return Sherie to the human work of CivicSS™: learning from residents and Town participants, connecting domains, protecting the platform’s ethics, interpreting values and trust, exploring organizational possibilities and carrying better understanding into real civic decisions.

The model does not require every interaction to travel through management. Management accountability, product ownership, service routing, evidence custody, evaluation authority and human authority remain distinct.

The ethical boundary

CivicSS may help people understand:

  • the facts, claims, assumptions and unknowns;
  • whether the information is ready for the next decision;
  • the choices that remain and what each may provide or require;
  • who is responsible and where participation matters; and
  • where evidence ends and personal or community values begin.

It may improve the quality of understanding and the conditions for deciding together. It must not use its informational advantage, framing, personalization or design to manipulate what residents believe or which outcome decision-makers choose. Different people may understand the same evidence and reach different responsible conclusions.

The success standard

The model is not successful because it creates more roles, files, tables or tests. It is successful only if it:

  • helps the team complete real work that one person could not reasonably complete alone;
  • preserves enough institutional memory for fresh tasks and successors to continue safely;
  • reduces the time Sherie spends reconstructing, routing and administering Codex;
  • increases the time she can spend learning from people, developing cross-domain insight, protecting ethics and improving real civic understanding; and
  • produces executable results supported by evidence appropriate to their risk.

A file, handoff, test, qualification or deployment is an intermediate state. Terminal success is the real human outcome the work was created to support.
